Teacher / staff can manage 2 or more instances of same course

Allow one CCX coach to have multiple sections (using just one edX account). finish the work that MIT has already done on this: on the master course, the “CCX Admin” tab will show a list of the CCX courses that the current user can access (CCX coaches will see only their own instances, while master course staff will see all CCX instances), and will have a form for creating new CCX instances. On each CCX instance, the “CCX Coach” tab will continue to work as before, but we will also display the name of the master course and a link back to the master course’s “CCX Admin” tab.

This is a common request from the high school teachers that we work with.
